Abstract

This study attempted to identify and assess the competencies of the masterteachers in relation to how their pupils performed in the Regional ElementaryAssessment Test (REAT). This study employed descriptive-comparative researchdesignwhere the researcher considered the competencies of master teachers andtheREATachievement of pupils from the high and the REAT achievement of pupils fromthehighand low-scoring schools as the two non-manipulated entities and establishedaformal
procedure for obtaining criterion data making use of the questionnaireanddocumentary analysis on the basis of which the researcher compared andconcludedwhich of the two was better. Based on the mean percentage scores as the result of theregional Achievement Test for the school year 2000-2001, the high scoringschools, consisting of 10 elementary schools obtained a grand mean of 72.86 with a standarddeviation of 3.94 while the low scoring elementary schools consisting of 10 elementaryschools also obtained a grand mean of 53.38 with a standard deviation of 5.36. Theinstructional competence of the master teachers from these two groups of schoolshadvery little effect on the academic achievement of pupils particularly in the REAT. Thisfurther led to the conclusion that even the master teachers had performed verywell orare competent in their work as teachers, it is not a guarantee in this study that pupils’ academic performance had been influenced by it. From the foregoing conclusions, itcould be implied that poor pupil’s performance must have been affected andinfluencedby other factors which were stronger than that of the teachers’ instructional competence.
