This study employed the normative-descriptive research method using the questionnairechecklist as the main instrument in gathering data. This method was supplemented bydocumentary analysis, personal interviews and actual observation to verify or cross-check someinitial information and responses gathered through the use of questionnaire-checklists whichwere doubtful to the researcher. The result of the hypothesis testing reveals a computed t-valueof 1.46798 which is less than the table value of 2.10 thereby accepting the Ho that “there is nosignificant difference between the perception of the teachers and those of the administrators onthe extent to which the professional opportunities are given to the teachers.” Professional opportunities do not significantly affect teachers’ performance. In order to synchronize thesystem if giving professional opportunities in the state colleges concerned a personnel development program for state colleges hereby recommended for implementation.
