The study investigated the lexical difficulties encountered by educational managers in line with their implementation of the Bilingual Education Program and Language Policy of the country. From the results of the data collected, a specialized English-Filipino Dictionary was evolved and was designed to respond to the difficulties encountered by the educational managers from the Division of Samar. The educational managers registered moderate difficulty levels for Filipino terms and expressions using instructions, administration and supervision with grand weighted means of 2.99, 2.86, and 2.97, respectively. The highest weighted means was assigned to “instruction” while the lowest corresponded to “supervision.” Generally, the educational managers from the Division of Samar manifested a favourable attitude towards the Bilingual Education Program (BEP) and Language Policy (LP) as prescribed and promulgated by the Department of Education, Culture and Sports (DECS). The educational managers in Samar Division believe and are supportive of the Bilingual Education Program and Language Policy of the DECS. Educational managers with high proficiency level and Filipino are considered to have higher difficulty level than those who have lower proficiency level.
