The study will provide objective data and concrete evidence of theworth and quality of the secondary program, its effectiveness, adequacy andrelevance to students’ personal growth and development, socioeconomicproductivity and satisfaction. This study will also shed light as to thereadiness of the newly nationalized high schools to pursue the goals of NSECand the provision of quality and relevant education to rural students. Therewere 10 administrator-respondents and 53 teacher-respondents in the studyselected using stratified random sampling technique. The newly nationalizedhigh schools were perceived by teachers and administrators on certain aspectsof curriculum content, instructional activities, members of the faculty, andinstructional activities, members of the faculty, and instructional facilities tobe “neither inadequate nor adequate”. Promotion and graduation rates werehigh. Drop-out rate was low and the teacher-student ratio was below theSEDP target of 1:40 ratio per class. For the recommendation, a need toupgrade the teaching force by replacing non-eligibles with eligible andqualified teachers needs to be done if teaching is to be treated as aprofessional and dignified job.
