To contribute to the improvement of the implementation of the SBM program in two school divisions in a province, the study aims to produce a model reflective of school management responsive to students’ need and achievement, through conducting a case study. The researcher assessed the practices of SBM and non-SBM schools, to learners’ achievement. The study which sought to produce a school management model for developing and enhancing junior high school students' academic performance relies on the explanation of the actors (school heads, teachers, and students) involved in the phenomenon I.e., the implementation of SBM and its impact on the academic achievement of students. The study revealed that there are varying factors that influence students’ academic performance. These include factors intrinsic to the student, and extrinsic such as their family, peers, the community, the school, the teacher, the lesson discussed, and the school leadership. Among SBM and non-SBM, these factors become inputs in the implementation of school programs and interventions. Interviews with the participants revealed numerous factors that affect students’ achievement. These factors were found to be related to the student, their family, the community, the school, the teacher, the lesson, and the school leadership. There are considerations in the crafting and implementation of the interventions in the school. The study includes high and low performing students, mostly from the low economic profile.
